This sounds like a very complex assignment. I think you need expert help. One way to find someone is to contact the Lum Library (LUM Appraisal Library, Appraisal Institute, 550 Van Buren Street, Suite 1000, Chicago, Il 60607, Ph: 312-335-4100.) See if anyone has written an article on airport development. Then contact the author and see if they will help you or have a suggestion as to where you can get help.

Dear Henry,
I have received an assignment to do a retrospective appraisal on a property that''s under guardianship.

I have never done a retrospective appraisal, and given the specific circumstances, the competency issue comes to light. Even though I realize that getting together with an appraiser specializing in estates will be my best bet, I still would like to know your opinion.

Dear George,
There are two different rules that apply. Fannie Mae and Freddie Mac say that you must certify that you are competent to do the assignment.
USPAP requires that you be competent or get the help you need from someone who is competent.

I see nothing wrong with getting someone to help you. Keep in mind that ultimately, the final decision as to what goes into the appraisal is yours.
