What is an acceptable example for the neighborhood boundaries and neighborhood description?

Briefly what I say is that you should decide on neighborhood boundaries based on what you observe and are told. It is to the appraiser's advantage to make the neighborhood as big as possible thus being able to find more useable comparable sales without making a neighborhood adjustment.

In your report, you must either clearly describe the neighborhood boundaries or better still provide a map showing them.
