I would like to hear your best explanation and method for estimating the effective age of a home versus its actual or chronological age.

The effective age of a house is how old it appears to be.
Similarly, if a 50 year old man or woman gets a good face lift it might change their effective age to 45 or even 40. However their chronological age would remain 50 years.

Does the age or the predominate age of the other houses in the neighborhood affect the subject's effective age? Also, can the effective age be older than the actual age?

The effective age of a house is how old it appears to be. The two major things to consider are its design and condition.
Effective age can be older than actual age if the house is not in as good condition as the average house of the same actual age, or if the design appears to make it look older than a typical house of the same age. Therefore, If the surrounding houses are all in better condition, and were built at the same time, that would influence the subject house's effective age.
